Legislative Radar

The SECOS Legislative Radar is a legislative information system that aims to provide timely information on legislative work in the areas of artisanal fisheries, aquaculture and coastal development and thus generate concrete opportunities for two-way contact between the world of science and public policy.

The table below shows all relevant bills introduced and voted in the National Congress since the 369th legislature (March 2021). The bills classified as “No Vote” are bills that have only been introduced, without discussion in committee or voting on the rooms.

Regulatory maps

The regulatory maps are intended to be a consolidated source of information on the regulatory-institutional situation in the areas of Administration and Management, Environmental Management, Sanitary Scope and Oversight specifically in Artisanal Fisheries, Aquaculture and Coastal Development.

This work is especially relevant considering that there is no document or place that consolidates in a clear and updated way the set of regulations and actors that make up the Artisanal Fisheries and Aquaculture sector in Chile.

These maps were built thanks to a research process, mainly focused on a bibliographic review in databases and institutional portals, such as those of Sernapesca, Subpesca and the Library of the National Congress (BCN), after which several academic and governmental documents were gathered, which are cited in the Complementary Bibliographic References section. These documents complemented the information obtained, both for Artisanal Fisheries and Aquaculture, from the following two basic documents:

Esperamos que estos mapas, que evidencian un conjunto extenso y denso de regulaciones que inciden tanto directa como indirectamente en la gestión de la Pesca Artesnaal y de la Acuicultura, sirvan también para identificar ciertos problema de gobernanza de los sectores estudiados, tales como: una normativa excesiva y rígida que obstaculiza el desarrollo de los sectores; un centralismo institucional que no responde a desafíos subsectoriales, un déficit en la coordinación y en la complementariedad de roles intra e inter sectorial de la institucionalidad pública; una superposición de instrumentos que abordan los mismos aspectos de una cierta área regulatoria y, finalmente, la ausencia de un eje articulador nacional de ambos sectores.

Public Policy Compromises

This section presents the reports prepared by the Public Policy Observatory that are related to the country’s public policy in matters of relevance to artisanal fisheries, aquaculture and coastal development. The reports are divided into two main areas: public policy commitments made by the Executive in the matters under study and the legislative work carried out by the National Congress in the fishing, aquaculture and coastal areas.

Public consultations
